If either user is involved with the incident then you don't need to submit it to them, however if both users are involved that is upto the individual reporting it if they want to. We don't hold a grudge things can go wrong both ways sometimes and we can be at the brunt of something that maybe shouldn't have happened.

Stewards Investigations from Hockenheim

Race 3:
Car #828 causing avoidable collisions with car #2
Car #828 taps the rear of car #2 on several occasions throughout the lap, eventually causing car #2 to go off track and lose a position. It is noted that car #828 did allow car #2 to rejoin, however another collision was caused just a few corners later. This time with car #828 coming off worse.
Penalty: 5 place grid penalty at the next round attended

Car#424 (multiple lap 1 infractions)
Lap 1 Turn 1 car #424 cuts the entry and extends track limits on exit and overtakes several cars in the process.
Lap 1 Turn 4 car #424 divebombs into the corner directly taking out 2 cars, with further cars caught up in the incident. No attempt was made to rectify the incident on track (i.e. give positions back)
Penalty: Official warning and will start at the back of the grid at the next race they attend. (Still allowed to earn qualifying points for their relative position)

Stewards Investigations from Sebring Full

Race 2:

Car #365 causing avoidable collisions with car #85 and #41
Car #365 comes into turn 7 hot behind car #85 as the corner approaches car #365 hits the front end of car #85 and due to the late braking hits #41 which was mid turn. Car #41 spun and was pointing in the wrong direction while car #85 had to take evasive action against the dive bomb and the spun car on track. #365 comes back on track after going off. Could have been a safety car or worse due to the spun car in turn 7 and the amount of cars that approached behind.
Penalty: 5 second penalty in race 2
